Bank card icon top right and Threee Dot's

The bank card icon and the three Dot's top right corner do not function properly.

When i click on the card Icon it just says setting up,

The three dots just give me a grey screen which says settings etc but not Green as it used to be !

I have tried the repair option to no avail,

Do you guy's have any ideas ?
