Antispam in Outlook 2016

Been getting some odd behavior in Outlook; on the Gmail and Outlook.com accounts, the plugin works normally, but in the local Outlook Data File (collection of pop3 addresses), the buttons are grayed out.

I have the same problem - i guess since last update
All 4 buttons greyed out and un-usable.
