Open executables very slow since 17.1.2286 / Win10

I am also having this problem. Running "repair" helped with SOME programs. Is that strange or what?

I have noticed that if I disconnect from net access this problem goes away completely. As it also does if I turn off avast, of course.

Waiting 7 seconds for a program to open is highly annoying when it is usually instantaneous.

Reinstalling did not help. In fact the programs that were helped by the "repair" are slow again.

It might be a bug? How many people have reported this now? This is a major problem and it's been present in the last two versions of the software. 

It's ridiculous that something this big, an issue that affects nearly every aspect of the PC to such a large degree is present at all in paid software.

Today I installed 17.3.2290.
And the results are much better now! 
No significant delay anymore when I open an executable.
