Couldn't find a solution on the forum that worked, so here's what I did to ALLOW these extensions...

  • Close the Avast app (it's OK if the icon is still active in the main menu).
  • Click the ALLOW button in the Security and Privacy window of Preferences.
  • The ALLOW button disappears.
  • Open AVAST.
  • Enable the shields.
  • All is right with the world.

Assuming you are referring to the new Application permissions in the recent MacOS Mojave?
