General url exclusions vs Webshield Customize exclusions

What's the difference between the URL exclusions in the General tab vs the exclusions in Components | Webshield ?  I notice that the two lists are not synced, so it's not the same list exposed in different areas of the program.

Exclusions in the webshield are only working for the webshield.
Global exclusions are for all shields.
