Using a different Router eliminates the problem.
I stopped using the Belong ISP-supplied Router:

TP-LINK TL-WR841N Ver: 11.0
and it just works. Avast! updates with no problem. No workaround required.
A perfect time to confront your ISP and find out why they are blocking your updates.
