I have SecureLine VPN. It is working (hopefully) except with Vuze. The torrent does not start downloading until the SecureLine VPN is turned off. I can switch VPN to on and it continue to download the torrent. When leaching it stops again until I turn VPN off, then I start to upload. I'm on Safari 10.12.4 Vuze 5.7.5.0.

Select a server with the P2P mark and see if that is working.

Hello,
  the peer-to-peer traffic is allowed only for the locations marked as P2P in the server list. At these core locations Avast company typically owns the servers, at the satellite locations we hire servers from internet providers.
