As already stated, the option to animate is off by default. If you want it, and some of us do, you need to turn it on.

It's broken anyway, when it starts twitching it becomes super annoying. And I have doubts it'll ever get fixed...

Why is it broken, it does move on my computer, it is just hard to see it moving.

Thank you for echoing my sentiments EXACTLY, Stop8.  (Insert Thumbs Up here.)
I agree with everything you said.

The new System Tray icon IS very small ... TOO small to be supposedly conveying a useful, visible active scanning indication in that morphing manner.
It IS very hard to see.
It sucks.
It bites.
It is inefficient as one has to stare at it for virtually 10 seconds before one can somewhat half-bakedly determine with only 90% certainty that it IS active.  :o

As it stands now, it's really just a System Tray Space Waster / Space Occupier.

Unfortunately, as some of the other members allude to, it is probably strongly heading in the direction of one of those things that is gonna stay as is, no matter what.

It's like way back when I tried at least twice to make a case for bringing back the Virus Definitions Download in Progress Indicator.  Much to my disappointment, it just didn't make the cut of things to incorporate.

Glad to see someone agrees with me.  I just liked to see it visibly moving, it gave me a bit of confidence that Avast was working and doing something.  It appears a small thing, but everyone I have put on to Avast (some now pay for it) all comment that it new icon in the tray does not move, then I point out that it does, they all say, "So it does, but it is very hard to see, I wish they would make it easier to see".  Anyway, as I said it is just a minor thing, but people like it to move, the others that do not like it can turn it off.
It is off by default anyway, but when switched on, it is hard to see.
Anyway, it was just a comment I wanted to put across as everyone I know that uses Avast comments on it.

All it has to do to let people see it is to either have the "a" to move to fill the icon, then move back to its location again, or have it change colour like it used to. Maybe blue or better a green to show things are fine.
As I said before, it is a small thing, but it helps to give you confidence that Avast is working for you.   :)

As already stated, it is what it is. If you want to see the animation turn it on If not, well, it's off by default.
Remember, either way, you still get the same protection. This is a visual item not a protection item.

Yes I know, just a shame it is not very visible to those that want to see it moving to show it is doing something.
