I've to think you are running Windows 10 or 8.1, as either also runs Windows Defender. Latest version of 10 is Creator's Update, and that version has the Windows Defender Shield running even if you do not have Windows Defender running or you have it set to run in Periodic Scanning mode.
If that is the case, then what you are seeing is a scenario where
Device Manager has Avast SecureLine TAP v3 marked as disabled only when VPN is not being used at the moment.
- To check to see if this is the case, connect to your vpn service as you normally do.
- TAP v3 now is not showing an error (disabled) message in Device Manager.
- TAP v3 is still showing as disabled.
The reason you want to look at Device Manager was because of the error Windows Defender Shield was throwing in the first place, if I am correct.
If this is all correct, then there is nothing to be concerned about as VPN driver is functioning normally, shutting down when it is not being used. It is Windows Defender Shield noticing TAP v3 as disabled (inactive) and reporting such.
If it is showing step 3, then we will need to troubleshoot.
