Is there a free program available so you can use these themes?

You don't need any program.Just use this patch-http://www.llbbl.com/data/nw_uxpatcher.zip , and then you can  use these themes just as any other. It's a good idea to move them in Windows\resources\themes.Then just double click on the theme file or right click on desktop, properties and select the theme you wish to use.
Good luck! ;)

I installed the patch but when I select the Royal theme it just enables it but it appears as Windows Classic.

 *EDIT*

I installed the patch wrong it was my fault, everything is working now.

Justin, you don't even need to patch uxtheme.dll to use Microsoft Royal Theme. Theme was made originally by Microsoft, and it's the only one additional theme that can be used without any third party program. You just have to place it inside your Windows/Resources/Themes folder and choose it from Display Properties/ Appearance.

I stopped messing around with those StyleXP and uxtheme.dll patcher a long time ago. You can just mess up some crucial system files, and your Windows will never work the same again, untill you decide to reinstall everything from the scratch one day. People don't realize that by patching uxthemes.dll (especially if done with some poorly programmed patcher) you get a lot more troubles than goodies. When it comes to your OS, I strongly believe that your OS'es efficiency is much more important than cosmetic aspect of it.

Besides, as I already mentioned... Royale theme works without any need for patching anything. Just download that theme, put it in above mentioned folder, and you're good to go.

This happened to me once... I can't say I'll never try again, but like Sasha said, I had to reinstall everything since from the beggining...  :-\

Thx for that Bob but I'm sticking with the one I have already installed. Don't see the point in changing it right?
