Blocker (Standard Shield) on locked desktop

I tried copying .exe files to another machine running the Blocker (of Standard Shield) with "opening file for writing" as blocked operation and "allow the operation" when it cannot ask what to do.
But I wonder what it should do when that machine's desktop is locked. It can ask but probably can't get a user response. So it's similar to having a screensaver active.
Perhaps there can be option to allow the operation either when desktop is locked or the action is done by network access.
