What version of Avast are you using, Free, AIS, Premier ?
If it is one of the last two, which has the avast firewall you would have to set the network as private.
I use avast free and often have used my mobile as a hotspot (having activated the Android phone hotspot option), I connect using wifi from my laptop and no problems.
