After upgrading to the new version 17.5.2303, the firewall blocks the access to Microsoft SQL SERVER and my applications do not work if you do not deactivate the firewall.
I use Windows 10 Pro and Avast Internet Security.

Bolding is mine.Upgrading will and has resulted in too many issues for me, some of them major, like yours, and others, niggling and annoying issues, after an upgrade is finished.
Because version .2303 was said to be a newer version targeted towards business customers (SMB or Small to Medium Business) I thought it would work out to use the upgrade through the GUI option.
Turned out that was not the best choice.
As a rule of thumb, I never upgrade.

If I do a clean install I do not have as many issues, if any. I'd put the attached as annoying at worst.
It took a clean install (always seems to do so) to fix some niggling issues with the original upgrade even though nothing purportedly had changed from .2302 except for the emphasis on SMB features and repairs.
Reason for attaching the third .png file is that, for Windows 8.1 and Windows 10, removal of avast as a clean install will always result in Windows Defender running on reboot after removal.

Allow Windows Defender to get current definitions and run the initial scan at cold boot or reboot.
Some issues with avast glitches may come about because WD is not allowed to complete operations as it should (Interrupted by reboot after new avast install for example.)
The whole point of doing an upgrade is Windows Defender is prevented from ever running because avast is never uninstalled via an upgrade.
A clean install will always cause Windows Defender to run as real-time and potentially cause unforeseen problems.
