I don't think so. What makes you think so?

While fooling around with the startup type I uninstalled Avast and then reinstalled. This wiped out the avast4.ini file where the patch was. ( I later put it back in). However, even with it out, my mail upload speeds were at 1.9mbps which is correct (FIOS).

Ah, OK.
Well it's still not the default setting, but the architectural changes in the 4.7 mail scanner had obviously positive impact even on this...
