Have you actually checked that the Base Filtering Engine is running(see attached image) ?
To see the windows services, use the Windows key+R and type services.msc that will show all services then find the Base Filtering Engine and check it is running. On my win10 laptop it is running 'Automatically'.

I have always found that Running the services.msc command to be the quickest way to access the system services.

Since the services.msc command is common across all OSes, certainly since winXP, I have never even tried to find it in Win10 and a quick look trying to find it took way longer than running the command. In the end I had to open Settings and use the find command, not very user friendly, I still don't like windows 10

In Windows 10, you can get to Services from the Task Manager .. There is tab on there just for that

I use WIN7Home premium. Both Chrome and IE are at the newest versions.

I updated Avast Internet security to the new version yesterday and post the immediate reboot following the install got a BSOD. I have Win 10 Pro with Anniversary Update.

BSOD issue still persists and happens just after I boot up and login to Windows 10. Post rebooting in safe mode, Firefox refused to open, crashing every time I attempted to open it.  :(

I uninstalled Avast and then tried re-installing it (online installer for Avast Internet Security), but right near the end of the installation, got the BSOD (Bad Pool Caller). Restarting the machine showed that the Installation was incomplete and hence removed it use avastclear in safe mode.

Also the mods and Avast people here kept saying the Behavior Shield Not Always Starting would be fixed on the next major release. Guess what, it still happens on XP PRO SP3 ..

As mentioned by bruce_b behavior sheild still is not turned on when starting up , Windows 7 home premium, avast antivirus pro. Should have been solved with this update acording to a previus answer in this forum. Not so !

All I can say is sometime on XP PRO SP3 Behavior Shield is Turned OFF .. and at other times, when I boot up, it comes up normally, like it did the last few days. And I have not see it not be enabled on my Toshiba Laptop with Window 10 Home 64
