avast isn't boycotting any country at all.
They are just not allowed to deliver in certain countries due to sanctions.

Hi Amir hosein,

This present boycott is related to Cyber-related Designations affected:

https://www.treasury.gov/resource-center/sanctions/OFAC-Enforcement/Pages/20170914.aspx

Also you have to consider that avast also is U.S. based.

Some entities were removed, some still listed: http://www.iranwatch.org/sanctions

But there is more of restricting access to content now,
because of admins might for instance decide on stricter CDN security settings.

As an example I have CloudFlare CDN restricting access to a normal website in the Netherlands,
when I am on an IP in Poland, while when at home I have no restrictions, only the normal EU cookie regulations.

I circumvent the restricted access now via a good webproxy.. (not all function alike though).

One more step

Please complete the security check to access www.fok.nl

Why do I have to complete a CAPTCHA?

Completing the CAPTCHA proves you are a human and gives you temporary access to the web property.

What can I do to prevent this in the future?

If you are on a personal connection, like at home, you can run an anti-virus scan on your device to make sure it is not infected with malware.

If you are at an office or shared network, you can ask the network administrator to run a scan across the network looking for misconfigured or infected devices.
