How do you to turn the VPN all the time?

Every time I reboot my PC I have to turn on the VPN. 
I set the turn on Auto when connected to unsecured Wi-Fi networks but on my home network it doesn't come on; as it is secured. 
I get a hint its not running when MS Outlook can not connect to its Exchange server.  I turn on the VPN manually and all works fine.   
Is there a way to tell VPN to turn on and stay turned on after a reboot?  Thank, Greg

No, you have to turn it on every time you restart your computer.
