'Avast Online Security' Disabled in IE 11

I went into IE 11 'Toolbars and Extensions' to ensure that Flash was enabled, which it was, but I noticed that 'Avast Online Security' was listed but disabled.

I enabled it, a green icon was displayed in the top right corner of IE, and I allowed 'IE Webrep Loader' but the webpage took forever to load.

'Avast Online Security' is disabled again but I wondered the following questions-Please answer each one separately.

Q1a. Is 'Avast Online Security' disabled by default?

b. Does enabling it give the option to allow or not allow 'IE Webrep' (or is enabling Avast Online Security and allowing Webrep Loader two separate features?)

Q2. Why does clicking 'Allow' each time IE is opened cause the webpage to load slowly?

Q3. Should 'Avast Online Security' be enabled (for its benefits) or disabled (for its headaches/uselessness) in 'Toolbars and Extensions?'

If you have the Internet Explorer SmartScreen Filter enabled in IE11 then the AOS won't run as there could be conflict.
