UI failed to Load

Ok, Here it is. The dreaded UI failed to load. I reinstalled windows 10 the other day with every update, got that message. Tried repairing, uninstalling, deleting registry, went into services and did what they said. Nothing works. Then, i reformatted my hard drive, installed windows 7 because it's way more stable, installed avast again, same thing. UI failed to load. Tried everything. I even canceled auto renewal because if they can't get this thing to work on a brand new install, whats going on behind the scenes? Does anybody know the real reason for this?

I explained that I did that already. On both Windows 10 & now 7.
