Unable to re-install Avast. - Includes log dump

I needed to uninstall Avast to test a problem with my Firewall (Avast wasn't the problem  )

I used the Avast Cleaner to make sure there were no remnants or ghosts.

I am unable to install Avast after several tries, I keep getting this (from log):

Have no idea what changing my default DNS would do but tested it with the same results, unable to install Avast.

Server:  google-public-dns-a.google.com
Address:  8.8.8.8

Reset my DNS to what it was after testing.

1. Download Avast Free Antivirus: https://files.avast.com/iavs9x/avast_free_antivirus_setup_offline.exe
2. Follow instructions: https://www.avast.com/uninstall-utility (Run this tool for all prior installed Avast versions..!!)
3. Reinstall Avast with the downloaded installer from point 1.
4. Reboot.
