The UI has its own update channel now so you are disabling UI updates.
That suits me just fine, I'll manage perfectly fine without any such updates.

The UI has always displayed just fine without me allowing internet access to AvastUI.exe, and it still does.

It's either trying to display the UI content or an ad, hard to tell without you giving more info.
The screenshot is not of Avast's UI, but a popup that appears out of nowhere, while Avast resides in the system tray.
Previous versions has never behaved like this!

Why are you blocking anti-virus processes?
Internet access for AvastUI.exe has never been a requirement in order for Avast to function properly!
The only time this is necessary, is if you want to use it to create a new subscription.
