Artnewsupdate adware

Hi!

I have this super annoying adware called artnewsupdate that just keeps poping up on the bottom right corner of my screen no matter what I am doing.
I have tried uninstalling a bunch of stuff including google chrome and reinstalling it but its still there. I have scanned the pc multiple times with avast and it says its all good.
How do I get rid of this crap?
