It is possible under any other name and in any folder except D:\cygwin64\bin\bash.exe. The system reports "Access denied" for any, even admin, shell. This is all while exceptions were created for both setup-x86_64.exe and bash.exe (when Avast offered to do this at the moment of caging), as well as folders (from the interface). It is impossible to restore bash.exe from the quarantine, writes that an error occurred and can not be restored. setup-x86_64.exe just disappeared, I had to download it again.
