Conflict with cygwin

Avast first removed bash.exe from cygwin as an alleged IDP.Generic virus (although it is not), then, upon attempting to restore it, uninstalled the cygwin setup-x86_64.exe installation program, then prohibited it from downloading and creating in a folder with software (for example, d:\soft\cygwin, even when a folder was recreated, but you could place it in d:\soft\cygwin1), then it turned out that you can not restore and create bash.exe in the D:\cygwin64\bin folder. It is possible under any other name and in any folder except D:\cygwin64\bin\bash.exe. The system reports "Access denied" for any, even admin, shell. This is all while exceptions were created for both setup-x86_64.exe and bash.exe (when Avast offered to do this at the moment of caging), as well as folders (from the interface). It is impossible to restore bash.exe from the quarantine, writes that an error occurred and can not be restored. setup-x86_64.exe just disappeared, I had to download it again.
Strange how the antivirus works somehow, maybe someone understands what is happening? I would like to create D:\cygwin64\bin\bash.exe and work with it. Thank you!
