Periodic reasource spikes, most visible in mouse-lag

For a few months, through several Avast updates and one complete system wipe/reinstall ("reset my PC"), on multiple different Windows 10 machines Avast has been causing regular slowdowns throughout the day.

These spike seem to happen most often when pulling up the start menu, opening new explorer windows, or engaging in any task that isn't already a running process. However, they are not uniquely linked to these activities.

They'll last maybe 30 seconds at most and I can watch Avast's CPU usage in process explorer spike at the time. The most noticeable "slowdown" is actually in the mouse cursor - it lags in response by a good several seconds and moves slowly to catch up.

I'm not sure if it's related, but opening Excel has also become painfully slow.

Currently, all affected machines are running:

-Windows 10 Enterprise
-Build: 17.9.3761.278
-Defs: 180129-2
