What do you mean "doesn't function". It makes policy changes.
Not having blocked anything doesn't mean it's not enforcing the changes it's made.

It simply means that nothing has attempted to bypass those changes.

not functioning means I tick the checkbox to block something but when I test it, it doesn't block

for example, I tick "block powershell" and execute powershell.exe, it should be blocked but powershell runs

without avast, powershell is blocked => OSA works properly

with different AVs such as kaspersky, panda, gdata, eset, comodo, OSA works perfectly without any problem

I made a lot of exclusions in global exclusion, file shield, behavior shield, hardened mode, performed countless repairs, clean installations, disabling hardware virtualization, it simply can't make it work

I have been using version 17.8, 17.9 and 18.2, and use OSA from version 1.0 to 1.4 beta test 40, none of them works

I have been using logs and diagnosing using kernel investigation but I couldn't find a solution

avast is definitely the culprit because there is another user in malwaretips reported avast made OSA not functioning

the only thing that make avast work with OSA is to wait for several hours and OSA suddenly works. As soon as I reboot, OSA stops working. I have to wait another few hours

I had it running and when I rebooted the system it blocked some items.
So it definitely works even if Avast is installed.
In my case, what it blocked wasn't something that should have been blocked.
Since there isn't any way to stop this blocking before it happens, I've removed this
program.

I'm using windows 8.1 and this might be the reason why they are not compatible. I asked the developer and he could not reproduce the problem on windows 10 and 7

but the issue definitely exists

The new beta version 1.4 has the ability to whitelist and exclude program so it will be much better
it can patch all the weaknesses of avast I found
Avast is so vulnerable to malwares spreading through windows script host, powershell and java runtime

I've only used Avast since 2003 and have never run into one of those infections.
Hence, can't see any use for using the software you're apparently having a problem with.
I didn't use that software for very long. :)

you don't get infection because you have a safe browsing behavior.
there are many average users out there who have reckless browsing behavior and because they are inexperienced
I have seen many malware removal threats that users have avast installed but still get infection. I found comment problems that most of them come from scripts and PUPs
I have done many testing between different AVs and I found avast's deadly weaknesses but because we don't get those types of malware everyday, we don't get infected

for some people who have java runtime installed, we simply throw some new, undetected by avast's signatures, .jar malwares, 90% of the time, avast will fail
because 80-90% of users don't have java installed, they are okay with it

I have been using avast for many years and for many PCs with some tweaked and hardened windows, no one has got any infection so far

I just want to report some weaknesses that avast should improve to better protect users

Why when my system has fully booted up does the Avast system icon have a blue circle on it, and it's because the behaviour shield is off, yes I can turn it on but why is this happening, I thought there would be a fix in place by now as this issue occurs on many occasions.

According to your information, you're still running an old version.
Please update to fix the problem:

Another update, more breakage.  Everytime I read that the tray icon animation is "fixed", that means that my tray icon completely disappears.  Yes, it's marked correctly in Settings (I don't have animate checked).  WinXPSP3.  Tried Repair - which apparently finished with "App Repaired"-type message, but hung up on the Add/Remove screen, so I rebooted.  Does this mean repair worked or not?  Icon still missing.  Geez, Louise.
