Avast IS 18.2 does not restore firewall settings from a backup

I performed a backup and clean install. Then, I restored the settings from the previous backup. Unfortunately, all of my firewall settings were gone. I have tried many times but my settings never came back
Same thing happened to the "Global exclusion"

I rebooted the PC but still, nothing happened

It used to work in version 17 but v18 destroys it
