VPN e-mail issue

When I have VPN on there are times I cannot send and receive e-mail. When I turn VPN off I can always send and receive e-mail. Is there a way to always send and receive with VPN on? I am using Microsoft outlook  for e-mail.

I have the opposite problem: after the latest updates from Avast and MS I find that I cannot send email using Outlook when the VPN is OFF, but I can receive. With the VPN ON everything is fine. Go figure.
