OK Update!
Called Rogers and yes they use multiple servers, but that wouldn't make even slightest difference in how my email client connects to any of them, they all use the same encryption which is SSL and the same incoming/outgoing port# and it has been that way for the past several years.
Again, I have never in years had that problem, until recent avast updates.
While talking to one of the guys from rogers he was gathering the info e.g. what antivirus I use and if I use hardware or software firewall, I have explained to him that I can have firewall off completely and still the same issue, the only way I have absolutely 0 problems is after turning avast's mail shield or SSL off.
He quickly concluded, which honestly when you consider the steps taking to make outlook work properly is that something within avast itself and the scanning SSL causing this issue.
I hope this bit of information can help to track down the source of the issue and can be resolve
