Glitches os the webshield page... Why?

I can't understand why this only HTML file does not display the accented characters correctly...?

Hmm, I can see the HTML page doesn't have the charset specified. Maybe the browser uses a different charset? (Japanese, Chinese, something like that)

All pages in Avast4\Portuguese\Htmldata are displayed correctly. With accents.
The Blocked.htm file is correct if directly opened in browser...
The browser does not matter. Portuguese (Brazilian) is the default language pack (either to Windows).
Could it be because WebShield blocked a page with other charset? I mean, a japanese or chinese page?
