Can not visit certain website with Avast Internet Security

Dear All:

I have a new laptop with windows 10. After I installed Avast Internet Security, I find I can not visit website www.shanghaitech.edu.cn ,  library.shanghaitech.edu.cn, and so on.
But if I turn off the firewall, theses website are available.

As you might know. This is a website of a new university in China.
And I can always visit some other websites no matter this firewall is turned on or off.
What is wrong with the firewall in AVST Internet Security?

Something is changed silently in Avast Internet Security after my report. Now the websites can be visited

Then the websites can not be visited with AVAST turn on again.
website www.shanghaitech.edu.cn ,  library.shanghaitech.edu.cn, and so on

What's wrong with avast internet security? maybe it is updated again, so I can not visit webpages of ShanghaiTech university?
