Does Avast has a built-in pop-up blocker for Android phones?

In general, the same thing, it works before the first reboot, and then the eternal Avast UI Fails, we are waiting for the corrected version for the spring update of Windows ...
Follow the directions. https://forum.avast.com/index.php?topic=218193.msg1460062#msg1460062
If that doesn't fix it, do a repair of Avast:
Control Panel> Program and Features (Add/remove program)>Select Avast> Select Repair. Reboot when completed
https://www.avast.com/faq.php?article=AVKB204
And do you propose to do restore avast after each Windows startup? In my opinion this is nonsense.
In addition, avast can not be restored, I did everything as you said and in the end it tried to start the avast service for 10 minutes and then gave out a crazy message that another antivirus was detected on the computer - Windows Defender, but this can not be, because after Windows update, I disabled it completely in Group Policy.

On Bootup Occasionally on my Clean Installed Intel I7 Desktop, I sometimes boot up and have Behavior Shield reported off, sometimes it restarts up fine and stays on, and other times it stays off,  (has on my secondary Desktop),  Anyways repaired Avast, and think its working ok now, haven't loaded that machine to check yet, but I can

Started Up AMD FX 8310 System, with Windows 10 1803 clean installed,  UI Failed to load on startup, attempting a repair, and restarting and will see if keeps working, Repair successful after 2 reboots, First Reboot after logon had just a cursor on screen and black screen,  Ctrl Alt Delete, Selected Restart a second time, and now so far it's working properly.    Is there any plans on fixing this Permently?  or are we gonna have to repair our Avast installations each time it happens on April Update

You are lucky, at least you can restore it. At me even restoration does not work, the full reinstall only avast only helps before the first restart of the system.

If you didn't properly remove the other AV, then you're always going to have a problem till you do exactly that.
You'll find help here: Removing your old AV Program https://goo.gl/Gqi2JS
The repair process is a one time thing not something you do each time. Please, let's be realistic.
This is a problem specific to your computer that needs to be solved. Not a problem everyone has.

I explain again! Until the spring update, avast worked without problems. After this update the avast worked until the first reboot of the computer. I tried all of your advice, avast can not rebuild itself, its service does not want to run. Only the full reinstall of avast will help, and then it will work until the computer is restarted for the first time. Do you seriously think that I have a problem? Very funny...
If I had a problem, then other people would not write similar comments.

Get rid of the remnants from your old and improperly removed AV.
Once that's done, do a clean install of Avast.

No, sorry, this is not a regular problem with an improperly uninstalled antivirus.  This is Avast outright breaking after the 1803 update.  I have no other AVs.  Never had.  Only thing to do was remove the Avast install as it refused to run at all after this update, even after a repair and clean uninstall/reinstall.

Avast can either fix this or something else will be used, because as of now, 1803 makes Avast useless and unable to be fixed.

Strange, I just finished upgrading 4 systems at home. 3 are 64 bit systems (2 fairly new. They started as Windows 8 units.)
(1 is an older Dell 32 bit system that about 8 years old.)
All are currently upgraded to 1803. All of them run Avast Free. None of them have your problem.
Without knowing what other things are running on your system, it's impossible to state what interferes with what.
For me, Avast certainly isn't interfering with the latest version of Windows 10 (1803).

@bob3160,
Give it some more time.

I'm having the same problem stated by others. Windows updated to April 2018 Update and after 1 day or 2, Avast Free AV Service won't start anymore at Windows startup. RESTART works but restarting every time in each computer session is a PITA.

Maybe the problem is just that you've tested everywhere only for avast free? I use avast premier and maybe some of its components cause a failure? I noticed that when the avast crashed, the firewall avast continued to work properly.
P.S.: As it was required to prove, after the first reboot of the system, the avast premier broke and does not start again, giving the same error.
I used all your tips, downloaded avastclear and removed the broken avast premier, after I installed avast premier and it worked fine, but as soon as I clicked on the Windows reset button, after reboot, the avast broke... :(

It is possible that some of the components that are a part of your version of Avast may be the cause of your problem.
I have reported this post to Avast hoping they'll chime in.What do you mean by the Windows Reset button ???

Well After Repair my AMD FX 8310 System seems to be running fine with Avast now, despite that system was clean installed on Monday April 30th, exactly like Intel I7 Desktop

Shouldn't have to disable Defender before installing Avast as Defender suppose to disable itself

If it happens again on the AMD FX 8310 system will post a screenshot if that helps or any logs if Avast needs them

When Avast 18.3 failed to work on my laptop after the 1803 update, I uninstalled it and installed 18.2 (Avast_Free_Antivirus_v18.2.2328.exe) instead. I had to uninstall 18.3, reboot, install 18.2, reboot, and it came up fine.  I'll just use 18.2 until they get the kinks out.
