file exclusions being ignored

I have a folder of files that are correctly identified as malware and locked in the file chest however I have added the folder they are in as well at the individual .exes' to the exclusions list of the general settings, file shield setting, and behavior shield. It is still being grabbed.

when the file is moved to the virus chest avast claims the behavior shield is the culprit.

Why does it keep doing this? I want them there, tools for trolling IT scammers
