Page I can't close Please help

I was browsing my usual sites and this page appeared, since I didn't know what it was I attempted to close my browser (Chrome), but it wouldn't allow it.  So I restarted my computer, hen I opened my broser the page appeared instead of my pre-set page.   Restarted again, same issuses.  Does anyone know what this is and how to get rid of it?  888-283-2890 is the phone # it tells me to call.

Clear your browser's surf history/cache and reboot
