windows 10 1803 - running exe from smb1 share

we have an issue with windows 10 1803 over there:

seams like windows 10 1803 is now filtering network access when a program is run from a smb1 network share (like running a program from a windows 2003 file server, this program won't access the network anymore for SQL servers for examples)

running Avast is one of the way to solve the problem! (which is good for you but not quiet a proper answer)

is there any chance that you know why Avast disable this filter??
disabling all the basic microsoft  defender/firewall and so on doesn't do the trick
