Where are my passwords? (Same Device w/Windows Re-Install)

Re-installed Windows and had to re-install Avast. Unfortunately, Avast is now reconizing the laptop as a "new device" in my accounts, and barring me from synching my master pass account.

Am I out of luck (with a loss of all my saves passwords in avast), or is there a way to resolve this?

Depends on form of reinstall, if you have kept user files then your storage should still on disk. If it was clean install then you are out of luck. I can see you have synchronization enabled so if you have enabled it before reinstall you can still get your passwords from backup. See this guide

What can I do to restore my passwords if I haven't enabled synchronization? Is there a way to restore it from files from previous instal?

If you have those files and you had master password set then yes it is possible
