Behavior Shield Turns itself off

When I turn on Behavior Shield it automatically turns itself off.  I reset to factory default, restarted computer.

Does anyone know if this is a bug or potentially something related to an "infection".

Ran a full scan overnight, all issues corrected, behavior shield still turns itself off.

Repair Avast:
Control Panel> Program and Features (Add/remove program)>Select Avast> Select Repair. Reboot when completed
