BUG!!: Program update settings ('Update' > 'Program > 'Settings') can't be configured in v18.6.2349!
It's greyed out!!

*Went back to v18.5.2342, where this isn't an issue*

(Avast - Free / Offline installer / Clean install / Win8.1Pro,x64)

Well it's possible it's not been reported. 
I have no issues with this version on W10 64 Bit :)

Edit: Did you try a 'Repair' of that version installation

Tested to see if reported bug for 'Disable until computer is restarted' has been fixed.

Passed.

Wasn't able to reproduce this on Avast IS.

It could be related to Avast Free but I doubt it.

It could be related to Avast Free but I doubt it.
If I were to guess, I'd rather say that it's related to the offline installers, and user routines regarding the install procedure.
Personally, I always use the offline installers, run clean installs, and configure everything to my liking before I grant internet access to any software that I use.
This procedure has always worked just fine with Avast, except for this latest version.
There is definitely an issue with it!

That may be, but it seems that every new version of the program is now labeled as a "Security update", no matter what changes and fixes were made.  Is this not true?

I wonder if it's worth asking that kind of question
"security" is to be taken in the broad sense of the term, even the fix of this version can be considered as security update.
So , as far I'm concerned ,I consider...

On the other hand, avast has chosen to display "security update" in its UI for program updates, so devs will not have fun changing this every time there is an update. :-\
I prefer that avast looks at problems (they always have something to do) rather than a display for the pleasure of the eyes
