Thank you, mchain.Nothing helped, I can not go into the control panel of the router.On the previous computer I was an opportunity to resolve the IP. It is a pity that such an opportunity does not provide Avast, and, judging by the firewall log, stubbornly blocks the IP access to the settings of the router .
Follow mchain's instructions and turn off the Avast Firewall and use the one that comes with Windows.
