I need to move the public folder How do I do this when Avast is active

My drive is filling up.  Installed new drive.  With the latest Avast installed I cannot change the location or move the files.

How can I accomplish it.

It might be a better plan to totally remove Avast using their removal tool, move your files and then, re-install Avast.
