When win is started, does avast antivirus automatically protect the pc, and when doing actions like installing a file, or surfing, does avast still protect against virusses?

If you've installed at least Standard Shield, then YES.
Spinning blue "a" ball next to the clock will indicate scanning of files.

But when I check on-access protection, run time, it seems that the protection did not start when windows was starting as well. The program only started when I started avast antivirus.

Hi okeee...

Is the blue ball with the "a" in the center missing or does it have a small red line going through it? Do you have another antivirus installed?

Best Regards...

When starting win, the avast-icon has a red line through it. when I click on it, it's not there anymore and the resident protection runs.

The red line through it is usually a sign of another AV or remnants of one left on your system.

Have (or did) you have another AV installed in this system, if so what and how did you get rid of it ?
What avast processes are in the windows Task Manager, they begin with ash or asw ?
Windows 10 Home 64bit/ Acer Aspire F15/ Intel Core i5 7200U 2.5GHz, 8GB DDR4 memory, 256GB SSD, 1TB HDD/ avast! free  24.8.6127 (build 24.8.9372.862) UI 1.0.814/ Firefox, uBlock Origin, uMatrix/ MailWasher Pro/ Avast! Mobile Security

in task manager: ashwebsv, ashmaisv, ashdisp, ashserv, aswupdsv

I don't see the red line through the icon anymore

They are all there that should be there (ashServ.exe is the main scanning engine), looks like you are OK now.
