stub cannot run installer/updater executable (code 0x10)

I had an issue with the avast AV blocking my internet connection after the latest update so I tried to remove and do a clean install instead.  After the uninstall, when I try to run the installer I get the "stub cannot run...(code 0x10)" message.  avastclear.exe gives the same error as well.  I also tried to find the location where it is trying to run the executable and that folder did not exist.  I have mbam and frst  log files but I don't see an attachment button :-\

Mbam found no issues, but when I try to run combofix it thinks I am running Windows 2000 when my OS is Windows 10 Professional x64.  If anyone knows how to fix this I would really appreciate the help.

UPDATE:

Just tried the install again using chrome instead of MS edge browser to download the installer it was able to run!  Did not reboot or do anything different - might just be an issue with the edge browser.

Reply>Click Attachment and other options --  Choose file (best to have pic/file on your desktop).

Why are you running combofix?  Avast Clear exe is to run in Safe Mode and clean default Avast install locations only!

Use the full offline download (262 MB) not the online installer (6.0 MB).
