Avast firewall Blocked my hotspot

today i try to make laptop to be mobile hotspot, my phone connected but no access internet, but after i'm disable avast firewall on my laptop. my phone connected to internet.

so in this point what i miss ?

Dose it work if you change?

doesn't work on private or public mode, only work if it disable .

Did you reboot after changing private/public and vice versa?  Rules won't take unless you do.
