I restored my system to factory settings and can't sync my old passwords

Are the avast passwords stored in the cloud or on the original device? I want to sync all my old passwords to my new install but have no other device. Also my email link that I was sent when i activated syncing that says "reset" has expired.

I have the same/similar issue.  My hard drive crashed and attempting to reinstall AVAST password, I found the old e-mail to RESTORE, however the link is expired...  Does anyone from AVAST have an answer on how to restore previous password manager data to new device when old device is no longer accessible????  Instructions I have found are irrelevant, as the "RESTORE" link does not work.
