Avast Free Antivirus starts at "scan complete"

My Avast Free Antivirus starts, on either full scan or smart scan, but goes immediately to "scan complete" without scanning anything.

This happens every few days, and only a reboot will temporarily fix the problem.

No changes to OS or apps over the year or so this has been going on.

ACER ATC-115-ER41 machine, purchased in 2015.
AMD A6-6310 APU
Windows 10

Please try the following: Repair Avast:
Control Panel> Program and Features (Add/remove program)>Select Avast> Select Repair. Reboot when completed

I did the full clean install (full clean uninstall first).

The new install worked AOK for a couple of weeks, and is now back to jumping directly to "No issues found" immediately after starting.

No, because nothing was scanned.  When this happens, the only way I can get Avast to run is to do a full reboot.

The screen shot above is what happens when I start Avast.  In a millisecond, it says the scan is done, with nothing having been scanned.

No matter how I go through the menus, or which type of scan I choose, it keeps saying the scan is complete with that same screen until I reboot the machine.

Avast Free should support them, it has in the past. 

You need to open up the AvastUI > Protection > Scans - select Settings from below the scan you wish to schedule and then Scheduling.

Personally I don't do on-demand scans and less so schedule them, but the settings are available.
