Avast Business Antivirus Offline Installation

is there any  Avast Business Antivirus Offline Installation?

we have a team in Africa and they have limited internet, they can only join the other peoples internet once they have a proper Antivirus (IT rules from other Company)

now we tried installing AVAST_Business_Agent_setup_online.msi and AVAST_Business_Agent_setup_online.exe and we get Unable to load the policy

so I downloaded AVAST_Business_Agent_setup_offline.exe which is 298Mb and we getting the same issue

Does anyone have a fully offline installation working? I am in the same boat as the original poster just for the reason of security air gaping of a industrial process network. This has been so frustrating with one problem after another and it still is not working. We used to use the Avast Endpoint setup and it just worked out of the box. This has required way to much effort and troubleshooting to get even remotely working. It seems the "offline" functionality was a marketing after though rather than a proper design consideration. AVAST please consider the networks that are air gaped for security and other technological reasons, not just the 24/7/365 online installations.

The devices must have access to the Avast servers for the first time activation of the license. They can go offline after that and be updated with the manual virus db update file, but have to validate the license with the server once, at the beginning.
