Weird pop up, potentially malware

This pop up has randomly appeared three times today, i have scanned fully with Avast and Malwarebytes but they found nothing.
Edit: Windows Defender full scan also found nothing.

Search link was the only one related to your query.  Since the pop-up is clearly related to Windows, I'd begin by posting over at Microsoft Windows 10 Forums.  Linked post is not that old, dating from October 24, 2018.

I haven't seen the pop up since I uninstalled most of Dell programs.

I haven't seen the pop up since I uninstalled most of Dell programs.
AKA (Also Known As) Crapware or Bloatware programs.

My preference is to install the operating system from scratch.  Manufacturer programs aren't needed to run your new system properly and don't get installed when clean install of Windows is done.

Sadly yes, Dell software is crap. Dell Update almost never finds updates, Dell SupportAssist is supposed to make PC run better, but uses too many resources...
