2003 SBS licencing

Quick question regarding SBS CAL licencing.

If a client only has 10 Avast SBS CALS, but has over 10 mailboxes (they have created more since they purchased the server licences), does this mean that some mailboxes are not being protected? If so, is there a way to find out which ones?

The client only has 10 machines on the domain, but has created a number of mailboxes for international staff. they only have 10 Windows device CALs, does this mean the 10 Avast CALs will do?
