fan setting on laptop and 64 bit option

I'm just looking for some advice on a old laptop that I recently acquired.  It is a Compaq Presario CQ70 Notebook.  I was noticing in the BIOS settings that there is an option to enable "Fan Always On". 
I am wondering if it is best to enable this so that the fan is always on.  It was enabled when I got the laptop. 
Or, is it better to have the fan just come on when needed.

Second question:  It has Vista 32 bit.  I am wanting to but linux 64 bit on it.  How can I tell if the system will run a 64 bit operating system?

Look at System in Control panel it should tell you if it is 64 or 32 bit.
Since it's running Vista 32 bit, it's probably a 32 bit system.

This is the fan that runs all the time when my system is on.

I personally wouldn't let the fan on the laptop run constantly.

It says "32-bit Operating System"
