Should one wish to continue using Windows 7 pro after 14 Jan 2020 (i.e without security updates and fixes), will Avast Internet Security provide sufficient protection to compensate for this situation or will there still be risks involved?

There will always be some risks since your OS is no longer being updated.
Avast will continue to protect you against Malware but it can't protect you against Hardware and/or Operating System shortfalls.

Avast has an amazing track record for keeping older OS versions supported. However, without the monthly security updates any new 0-Day attacks will never be patched for your system, so the chance for a compromised system increases with time. Yes Avast can detect and block the threats it can, but its far better for your system to never be vulnerable int he first place.

Dont change ur os until microsoft Decline's the Extended support for windows 7

What do you mean? Microsoft has already set the end of extended support for Jan 2020. There will be 3 extra years beyond that but only for a paid subscriptions targeted toward large enterprise like banks.
