I would not have installed this version, but the damn software did the damn update automatically.
THIS VERSION SUCKS!
Every new version of Avast is bugged, it's always beta and never tested.
So it's not a big surprise that the AVAST UI is now eating half of the CPU, almost 50%, ALL THE TIME. It's impossible to play a game or do something usefull, as my computer is slowed down by this bugged software.

Why? Are Avast trying to trick me into buying a new computer or something.

I have reported the bug/error, but I don't expect that this bug would be corrected any time soon.
Go to Settings>Update> and select Manual Update of program version.

Do Repair Avast:
1. Avast GUI -> Settings -> Troubleshooting
2. Click on 'REPAIR APP'.
3. Follow instructions.
4. Reboot.

If not fix the issue.

and reboot pc.

Already tried that, both the repair thing, and limit CPU, and reboot computer Not working very well though. Now it's using 13% CPU when idle, and more when it's doing something. I have a fast i7 computer with 16 GB Ram, and Geforce GTX 760 (not the newest graphics cards, but  I was able to play most new games on max settings, without any problems).

If you know the game is safe, turn on the Do Not Disturb Mode when playing games.

I just tried to update manually and got the message my build is up-to-date which it isn't. Is the process such that it rejects manual attempts if isn't ready for you automatically?

With hundreds of millions of Avast users, they all can't get the update at once, so there is an update cycle were systems are updated.

I can only presume that those with program updates set to the default setting 'Automatic' would be at the head of the queue.  Then those set to Ask and finally those like myself who have it set to Manual would only get it when they do an update check.

If Avast is reporting that you're up to date, but the UI shows a different story (an out of sync condition), I would suggest that you try an Avast Repair.  This has in the past resolved these out of sync conditions.

Repaired but a manual attempt still brings up: "Already up to date (current version 18.8.2356)"

A 19.4.2374 clean install then?

Did you reboot after the Repair ?
If so, yes it looks like a clean install is the next step.

Uninstalled, downloaded and installed from Avast! website, checked the version and it's 18.8.2356, the same as before.

On a side note, the GUI window opened after installation to tell me I was protected and to ask if I wanted phone protection three times, telling me there are issues.

The link to the uninstall utility for XP and Vista gives me an error page:

"This site can’t be reached

install.avcdn.avast.com’s server DNS address could not be found.

DNS_PROBE_FINISHED_NXDOMAIN"

If I clean install and choose to custom install is there a need to use the back up/restore settings feature?

Wow, XP has restrictions. The latest version can't be used on XP or Vista.

Now you have brought to the XP word to the party, your stuck on 18.8 as that is the last supported program version for XP/Vista.  So if this truly is an XP system the UI is reporting correctly that you version is up to date.
